"TYPE 2" PARTNERSHIPS INITIATIVES

BACKGROUND
Non-negotiated partnerships and initiatives to implement Agenda 21 are expected to become an important element of the outcomes from the World Summit on Sustainable Development. The Summit will not only result in a high-level political declaration and a programme of action for the further implementation of Agenda 21, which are fully negotiated and agreed to by all governments (Type 1 outcomes). Type 2 partnerships will also become an integral part of the Summit, even though they will not be negotiated by all present. Rather, they need only be agreed only by those directly involved, who will commit themselves to taking the partnerships forward and making them a success.

In an explanatory note, the Chairman of the Preparatory Committee elaborated on the idea of these 'Type 2 partnerships/initiatives' and invited initiators of partnerships to complete the Information Sheet to provide the Bureau of the Preparatory Committee and the Secretariat of the Johannesburg Summit with information on their on-going or planned work.

DISCUSSION OF PARTNERSHIPS AT PREPCOM3
During the third preparatory committee of the Summit (PrepCom3), Vice-Chairs Jan Kara and Diane Quarless facilitated informal meetings on partnership initiatives which helped to clarify the scope and modalities and provided interested parties with an opportunity to present their initiatives (see Vice-Chairs' Summary). They also circulated an addendum to the Chairman's explanatory note with general guidelines on type 2 outcomes.

Discussions at PrepCom 3 showed that many stakeholders had a strong interest in engaging in partnership initiatives. A number of processes (including partner-matching services) have been set up by various stakeholders to facilitate the creation and development of Type 2 partnerships. The Bureau of the Johannesburg Summit welcomes and encourages all of these efforts.

PARTNERSHIP REGISTRATION
In order to be included as part of the official outcomes of the Summit, Type 2 partnerships will have to be registered with the Summit Secretariat which is responsible for bringing proposals forward to the Bureau and the Preparatory Committee. The Secretariat will post all partnership proposals received on this website. Information about partnerships on the website is meant to facilitate the exchange of information and the creation of new partnerships, without pre-empting any selection process that the Bureau and the Preparatory Committee decide to adopt for partnerships to be launched or announced at the Johannesburg Summit. Consideration will be given to the means by which these partnerships will be recognised at the Summit at the final preparatory committee meeting (PrepCom 4), to be held in Bali from 27 May to 7 June.
